The Australian Bureau of Statistics (ABS) estimated that at June 2013 just over one-third of NSW residents lived outside Greater Sydney (2.65 million).

Regional NSW is serviced by a network of cultural facilities including regional galleries, regional conservatoriums, performing arts centres and museums. These venues offer a mix of locally produced and touring arts activity. To complement this infrastructure, Arts NSW supports 14 Regional Arts Development Organisations that employ Executive Directors to promote local arts development across the State.

Two peak service organisations also support and nurture the arts and cultural workers of regional NSW. Regional Arts NSW is the peak advocacy and support organisation for arts in the regions. Museums & Galleries of NSW is the key sector support organisation for the small to medium museum and gallery sector.

As part of our commitment to ensure the state-wide delivery of arts and creative industries programs and services, Arts NSW supports arts in the regions in a number of ways. In 2012-13 the Arts Funding Program provided over $10 million for local governments, community and cultural organisations located in Regional NSW to support 123 individuals and organisations to deliver 180 programs/projects. This complements the role of local government which collectively is the largest investor in cultural programs and facilities in the state.

Local government funding for arts and heritage

In 2011-12 the ABS reported that local government funding for cultural activities was $1,342.3 million throughout Australia. Of this, the largest share was spent in NSW ($421.8 million including $58 million in capital investment).

Regional Arts NSW

Regional Arts NSW, which receives core program funding from Arts NSW, provides a range of services to and represents the state-wide network of Regional Arts Development Organisations in the key areas of advocacy, capacity building, communications and support. They also administer Arts NSW Small Grants Program for Local Arts under the Country Arts Support Program (CASP) and funds sourced from the Australia Council under the Regional Arts Fund (RAF).

Regional organisations and Executive Directors

There are 14 Regional Arts Development Organisations (RADOs) in NSW, each providing strategic direction for sustainable arts and cultural development in their region. Arts NSW contributes almost $2 million annually to support the RADO network.

Organisations include representatives from local government, tourism, education, arts councils and other community arts organisations and community members. Each employs a Executive Director and, in most instances, other staff who co-ordinate a cultural development program across the contributing local government areas in their region.

Recognising the key role played by the RADO network in delivering strategic support for arts and cultural development activities in regional NSW, Arts NSW commissioned an independent review of the network. The final report and Arts NSW response and implementation plan can be downloaded here.

Museums & Galleries of NSW (M&G NSW)

Museums & Galleries of NSW is funded by Arts NSW to deliver five key services to the small to medium sector. It manages tours of visual arts and crafts exhibitions and delivers professional and skills development programs to those who work and volunteer in the sector. It provides organisational development programs and undertakes research for and on behalf of the sector. It also devolved funds of behalf of the NSW Government to support the volunteer operated museums, provide mentorships, fellowships and volunteer placements, curatorial support for regional galleries and co-fund the museum advisor program with local government.

Regional galleries

There are over 50 galleries outside Sydney. They contain significant local collections and offer exhibitions from around the country and from overseas, working with local artists and communities and providing a strong network supporting the visual arts in the State. In 2014 the Tweed River Art Gallery opened the Margaret Olley Art Centre, a recreation of the artist’s Paddington studio. Other large regional galleries include Newcastle Art Gallery, New England Regional Art Gallery, Lake Macquarie City Art Gallery, Bathurst Regional Gallery, Western Plains Cultural Centre and Wagga Wagga Gallery which also contains the National Glass Collection.

There are over 220 museums outside Sydney. They include a network of larger organisations such as Newcastle Museum, Museum of the Riverina and Age of Fishes Museum to smaller museums such as the Jervis Bay Maritime Museum and the Eden Killer Whale Museum.

Many community operated museums are focused on a telling of local history where as other specialise in particular areas such as Temora Aviation Museum. There are also a broad range of house museums and heritage sites operated by National Trust.

Aboriginal keeping place and cultural centres

There are almost 15 Aboriginal operated keeping places, artist centres and cultural centres located in Regional NSW that are open to the public on a regular basis. They provide a range of services including the running of programs and services for the local community, artist skills and development and the maintenance of material culture. Armidale and Region Keeping Place and Cultural Centre and Yarrawarra Aboriginal Cultural Centre incorporating the Wadjar Gallery are two examples.

Regional conservatoriums

With funding through the Department of Education and Communities, the Regional Conservatoriums of NSW occupy a unique position within the state’s cultural framework. They connect with the community in providing education and training and performance opportunities. They also present concerts by local or visiting professional musicians.

Major commercial festivals include Byron Bay Blues and Roots Festival, Splendour in the Grass and the Tamworth Country Music Festival. Other festivals cover a range of styles and regions, for example, Camden Haven Music Festival, Bangalow Music Festival, Four Winds – Bermagui and the New England Bach Festival. Tyalgum Festival – Showcases classical and contemporary musicians for the Northern NSW region and engages with the local community through interactive festival activities, street entertainment and concerts for families.

Institutions also draw upon the knowledge of regional communities and organisations and the collections held by them.

The cultural institutions tour exhibitions to regional areas and loan objects for inclusion in local exhibitions and provide advisory curatorial services to regional organisations.
Aboriginal arts and cultural expression is a vital part of contemporary Aboriginal society, and is an important element to the social fabric of Aboriginal people and communities throughout Australia.

NSW has the largest Aboriginal population in Australia with a unique contemporary Aboriginal arts and cultural sector. The sector plays an important role in maintaining, enhancing and transmitting culture as Aboriginal artists seek to develop their own practice and find inspiration through their culture and environment.

Stage Two: Aboriginal Arts and Cultural Strategy 2015 – 2018

Connection, Culture, Pathways 2015 – 2018 is a key action under the Government’s arts and cultural policy for NSW – the NSW Arts and Cultural Policy Framework – Create in NSW.

Continuing the vision of the Stage One Strategy it will build on the achievements of the last five years and focus in particular on Direction four. Develop career pathways and opportunities.

Stage Two of the Strategy will aim to build employment capability in a strong, contemporary multi-disciplinary Aboriginal arts and cultural sector in NSW.

Create NSW will therefore continue to invest in those programs developed under the original strategy which have demonstrated effectiveness in increasing profesisonal employment opportunities for Aboriginal arts practitioners and for which there is sustained demand.

Many smaller and medium-sized organisations are based in NSW, adding texture and diversity to our cultural offerings. They also play a key role in developing artistic practice and knowledge.

The small to medium sector includes galleries, museums, conservatoriums, professional music ensembles, dance and theatre companies, project-based ensembles and cooperatives, and presenting and producing venues. These organisations are vital for the sustainability of the arts sector, providing employment for many artists, dancers, actors, musicians, writers, directors, administrators, choreographers, dramaturges, curators, multi-media artists, composers, independent producers and technical staff.

Museums and galleries

The Australian Bureau of Statistics’ records show that there are 621 historical societies, museums and galleries in NSW, and there are indications that this sector is growing. These organisations are custodians of more than 8.5 million collection items. It is estimated that the State’s museums, galleries and historical societies are managed by approximately 375 employed staff and 3,944 volunteers. Visitor numbers to museums and galleries in NSW are estimated at a staggering 7-7.5 million per year.

The visual arts and craft sector includes 35 regional galleries, over 25 artist-run initiatives, contemporary art organisations and university galleries. Artist-run initiatives can be loosely defined as those facilities such as exhibition venues, studios, workshops and information and resource centres, which have been established and maintained on a co-operative basis by a group of artists and play a special role in providing opportunities for emerging artists. These spaces are incubators for the art of the future.

Regional conservatoriums

The 17 regional conservatoriums of NSW occupy a unique position within the state’s cultural framework. They connect with the community in providing education, training and performance opportunities. They also present concerts by local or visiting professional musicians. Arts NSW provides funding to regional conservatorium projects that enhance regional diversity, excellence and innovation in musical performance. This support is separate to the support regional conservatoriums receive directly from the Department of Education and Training for educational facilities. The NSW regional conservatoriums are based in the following locations:

Albury Armidale Bathurst Coffs Harbour Deniliquin Dubbo Goulburn Gosford Grafton Gunnedah Lismore Muswellbrook Orange Tamworth Young Wagga Wagga Wollongong

Writers’ centres

Writers’ centres based in Armidale, Broken Hill, Byron Bay, Katoomba, Newcastle, Orange, Sydney, Wagga Wagga, and Wollongong form a statewide infrastructure for literature. They assist emerging NSW writers and also run projects partnered with libraries, bookshops, reading groups, film clubs, local history groups and various other segments of the community to promote writing and reading.

Small to medium professional performing arts companies

NSW has a dynamic and vibrant small to medium performing arts sector creating and presenting work. The sector encompasses a large range of styles and genres including physical theatre, circus, contemporary dance, theatre and dance for young people, new music, opera, choirs and ensembles with a particular focus on new works. While there are too many small to medium performing arts companies in NSW to list, the following are an example of the range of styles and genres this vibrant sector encompasses.

Supporting arts and culture in Western Sydney is a priority under the NSW Arts and Cultural Policy Framework: Create in NSW and the Arts and Cultural Development Program (ACDP).

About the region

Western Sydney is one of the fastest-growing regions in Australia. It has 47% of Greater Sydney’s residents, and over the next 20 years, its population is expected to increase by 50% to over three million. Western Sydney is also one of the State’s most multicultural regions, with a population representing over half the world’s nations. It is also home to NSW’s largest population of Aboriginal people. Western Sydney has an innovative arts and cultural sector, which is attracting new audiences and providing significant growth opportunities. State and local governments have invested significantly in the region to strengthen and expand the network of arts centres and cultural facilities.

NSW Government support for the arts in Western Sydney

The NSW Goverment has committed an additional $7.5 million over the next 4 years to grow the artistic excellence of the region and invest in local Western Sydney talent and jobs. In 2015/16 Arts NSW has invested $3.4 million to support the arts and cultural programs of 19 organisations in Western Sydney. For more information about the NSW Government’s investment in Western Sydney please click here.

For more information about the Western Sydney programs and projects that received funding in 2015/2016 please click here.

Arts facilities and infrastructure

Western Sydney is home to important arts facilities, including Bankstown Arts Centre, Blacktown Arts Centre, Casula Powerhouse, Campbelltown Arts Centre, Fairfield City Museum and Gallery, Hawkesbury Regional Gallery & Museum, Penrith Performing & Visual Arts Ltd and the Riverside Theatre in Parramatta.

These centres present vibrant programs that draw upon the best of the region’s arts and culture to tell the stories of their communities. Western Sydney is also home to two Living Museums, Elizabeth Farm and Rouse Hill House and Farm.

Planning arts and cultural infrastructure for Western Sydney will be aligned to, and integrated within, broader strategic planning for liveable communities, employment opportunity and urban development.

For more information about the New Museum for MAAS at Parramatta, please click here

State Cultural Institutions

Create NSW is working with the State Cultural Institutions as they deepen their presence in Western Sydney through genuine and recipricol partnerships.

National Theatre of Parramatta

Arts NSW has provided $800,000 for the development of a resident company for the Riverside Theatre in partnership with Parramatta City Council, which will play a key role in developing performances for local communities. For more information about the National Theatre of Parramatta (NToP), please click here.

Key actions under Create in NSW

Western Sydney’s opportunities — its size and diversity, the characteristics of its economy and the increasing pressure on relatively new infrastructure — are also its challenges. As one of the fastest-growing sectors of the State’s economy, the creative industries can play a part in developing the region. Supporting culturally relevant, accessible arts programs is the key to success in Western Sydney. Acknowledging Western Sydney’s unique qualities and great creative promise, this Policy includes specific actions to support growth across its subregions, harnessing potential and maximising opportunity.

1) Mapping the Arts and Cultural Landscape of Western Sydney

A key action under the Policy is the mapping of the arts and cultural landscape of Western Sydney for which SGS Economics and Planning have been engaged by Arts NSW to map the region’s soft and hard infrastructure. The findings of the mapping project will inform strategies, investment and infrastructure development decisions for the development of the arts and cultural sector in the region. The research methodology employed by SGS included:

Desktop research – SGS completed a review of existing research, literature, policies from local, state and federal government and arts and cultural organisations annual reports. The desktop research reports sector specific and broad demographic trends for the region including: transport, cultural diversity, residential growth, employment and education.

Consultation – SGS conducted 22 face-to-face and 22 phone interviews with artists, arts and cultural workers and venue managers across artforms.

Survey – three separate surveys were issued seeking information on arts and cultural programming, venue use and participation.

2) Western Sydney Arts, Screen and Cultural Roundtable

The Western Sydney Arts, Screen, and Culture Roundtable is a key action of Create in NSW to drive engagement and contribute to strategic dialogue between the Arts, Screen, and Culture Divisions and artists, screen practitioners, and cultural workers. The Roundtable comprises arts and cultural leaders representing various artforms, organisations and cultural practices from across the region.

3) The Western Sydney Arts Fellowship

In 2015 the NSW Government under the Arts and Cultural Development Program (ACDP) offered the inaugural Western Sydney Arts Fellowship. The $50,000 Fellowship is to enable a professional Western Sydney artist or arts worker to undertake a self-directed professional development program or project in their chosen field.

Create NSW is working with the music sector to develop the goals, strategies, actions, and priority areas that will guide the NSW Government’s future initiatives and investment in contemporary music across the State.

Why is contemporary music important?

NSW has a wonderfully talented group of musicians, bands and artists across diverse genres and styles of contemporary music. This talent is expressed through rock, pop, dance, blues, hip hop, R&B, metal, electronica, folk, soul, classical, jazz and improvised music, and art form cross-overs such as sound art, cabaret and music theatre.

These artists are supported by a passionate group of industry professionals, sector representatives and a music ecosystem committed to sharing the benefits of music participation with communities in NSW, Australia and around the world.

Music can have a profound effect on the social and cultural development of communities. It expresses cultural values and enables meanings to be shared, brings people together, and promotes the development and maintenance of individual, group, cultural and national identities.

As well as its social and cultural value, contemporary music is a multibillion dollar industry. It employs tens of thousands of people, reaches an audience of millions, and makes a major contribution to Australia’s copyright industries. A significant share of Australia’s music economy is contributed by the contemporary music industry in NSW.

What is Create NSW doing?

While there is ample evidence of the contribution it makes to social, cultural and economic development, there are opportunities for the expansion and growth of contemporary music in NSW.

As part of the Night-Time Economy (NTE) Taskforce’s work to implement the Government Response to the NTE Roundtable Actions, Create NSW is developing a NSW Contemporary Music Strategy.

Recent submissions and evidence to the Parliamentary Inquiry into the Music and Arts Economy in New South Wales, and other research and input by the music sector, is assisting to establish an understanding of the challenges and opportunities for contemporary music in NSW, and ideas for its growth.

To build on this work, Create NSW is commencing a range of engagement activities aimed at involving music communities and supporting networks in metropolitan Sydney, Western Sydney and regional NSW. This includes the establishment of an Advisory Group, a series of workshops in locations around NSW, focus group meetings with communities of interest, and a musician survey.

Emerging from the engagement will be the goals, strategies, actions and priorities that will provide a framework and focus for the expansion and growth of contemporary music in NSW.

If you have any enquiries, would like to participate in the workshops or receive any further information about this project, please contact:

Regional NSW is the largest and most significant economy of any Australian state. Over one-third of NSW residents live outside greater Sydney in diverse, regional and remote communities.

And regional NSW is a key priority area in the Government’s 10-year policy framework, Create in NSW.

The Cultural Tourism Toolkit aims to help invigorate cultural tourism in regional NSW by assisting small regional communities to enhance profile and package their arts and cultural offering. For these communities cultural tourism means greater participation in local events, more visitors to local galleries and museums and broader economic benefits for small businesses through increased visitor numbers and longer visitor stays.

The Toolkit makes practical suggestions to support planning for cultural tourism and includes a number of case studies that show the different ways towns and regions are promoting their arts and culture to tourists.

The Cultural Tourism Toolkit will assist artists, businesses, arts and cultural organisations and local government on ways to encourage growth of regional arts and culture, bringing greater support for our local artists. It was launched by Deputy Premier and Minister for the Arts Troy Grant in Dubbo at the opening of ARTLANDS, the national conference for regional artists and arts workers from across the country, and is available to download below.
